Summary below
The work group voted to send the 13 proposals to the full Medicaid Redesign Team, which are as follows:
· Permit advanced aides, with supervision and training by a registered nurse, to assist self-directing and non-self-directing consumers with routine pre-poured medications.
· Creating an advanced home care aide certification and expanding the ability of registered nurses to assign tasks to such aides.
· Enable use of standing orders/physician practice protocols to improve quality of care.
· Remove the requirement that certified nurse practitioners enter into a collaborative agreement with a licensed physician.
· Collaborative practice of dental hygenists and redefining the definition of dental hygiene.
· Stackable certification and credentials for direct care workers.
· Enable physician home visits.
· New York State Primary Care Service Corps (PCSC) -- A service-obligated scholarship program to be administered by the Department of Health that would provide loan repayment for non-physician clinicians in exchange for a service obligation in a medically underserved area.
· Extend to July 1, 2016, the exemption that programs or services operated, regulated, funded or approved by the Department of Mental Hygiene, the Office of Children and Family Services, the Department of Correctional Services, the State Office for the Aging the Department of Health or local government unit or social services district has from the laws providing for the licensure of social workers, psychologists and mental health practitioners.
· Removal of physician supervisory ratio of physician assistants.
· Promote underutilized programs such as the Consumer Directed Personal Assistance Program that are cost-effective and build on consumer strengths
· Children's Dental Health Certificate -- Amend education law, Section 903, 2.a. to include Registered Dental Hygenists as an additional oral health provider able to perform school readiness oral health examination and by means of follow-up, case manage to enroll children within a dental home.
The work group's recommendations will be put forth to the Medicaid Redesign Team at its December 13, 2011 meeting, which will take place from 10:00 am - 4:00 pm at the Empire State Plaza, Meeting Rooms
